Everyones' Edmonds

Everyones edmonds

Everyone's Edmonds is the 2024 update to the Comprehensive Plan, the city’s primary policy document that outlines a long-term vision and provides direction for future growth and development over the next 20 years.

What is a Comprehensive Plan

The Comprehensive Plan (the "Plan") is a document that guides City of Edmonds decisions on a wide range of topics and services over a 20-year time period.

The plan must be consistent with the GMA, PSRC Vision 2050, and Snohomish County countywide planning policies. MRSC provides a good overview of the periodic update process, and additional information and background documents can be found on the Department of Commerce and PSRC Passport to 2044 websites.

In advance of the periodic update, the city completed a Comprehensive Plan Gap Analysis to identify climate and equity relate gaps in the existing Comprehensive Plan.

WHY IS THE COMPREHENSIVE PLAN BEING UPDATED?

Washington State's Growth Management Act (GMA) requires that cities and counties update their Comprehensive Plans on a periodic schedule.  This is an opportunity to revise population and employment growth forecasts with the most up to date data, review existing policies to ensure they make sense for the community, write new policies that reflect the priorities of Edmonds, and confirm that all federal state and local requirements are met.

The purpose of the 2024 Update is to comply with the requirements of the GMA in RCW 36.70A.130 for the City of Edmonds to:

  • Plan for the next 20 years of population and employment growth
  • Review and revise the Plan and development regulations to ensure they comply with the requirements of the GMA.

The deadline for adoption of this update is December 31, 2024.

Throughout this process, we coordinate with local and regional partners to help guide this work, including  VISION 20502021 Buildable Lands Report , Initial Growth Targets and  Countywide Planning Policies

By 2044, the City of Edmonds is projected to add approximately 13,000 residents, 9,000 new housing units and 3,000 new jobs. As part of the “Everyone's Edmonds” Comprehensive Plan update, the city has been actively seeking community input on key topics that will shape the city's future.

INITIAL STEPS

The city initiated the review of the 2024 Plan update in the summer of 2022. As a part of this, the city begun reviewing the Plan with two focused studies that will be used to frame the update.  These include a review of Waterfront Issues and a Gap Analysis regarding Equity and Climate.

VISION STATEMENT

A vision statement is developed through community visioning process and then reviewed by the Edmonds Planning Board and the City Council.

“Edmonds is a charming and welcoming city offering outstanding quality of life for all with vibrant and diverse neighborhoods, safe streets, parks, and a thriving arts scene shaped in a way to promote healthy lifestyles, climate resiliency, and access to the natural beauty of our community.”

Transportation Element

The Transportation Plan is an element of the City’s Comprehensive Plan, being completed concurrently by the City’s Planning Department. Both plans will be completed in late 2024.

The GMA requires the transportation element to implement and be consistent with the land use element. Counties and cities should use consistent land use assumptions, population forecasts, and planning periods for both elements. Coordination of the land use and transportation elements should be dynamic and iterative.
