The Western Washington Phase II Municipal Stormwater Permit (Permit), issued by the state Department of Ecology, covers 80 plus cities, including Edmonds. The Permit authorizes the discharge of stormwater runoff from municipal stormwater systems into the state's surface waters (i.e., streams, rivers, lakes, sounds, wetlands, etc.) and groundwater as long as municipalities implement Permit-specified actions and activities known as Best Management Practices (BMPs) to protect these receiving waters. The City of Edmonds' Public Works Department, Engineering and Storm Divisions run a comprehensive program to ensure compliance with the Permit requirements.
The permit requires that all affected municipalities create and implement a Stormwater Management Program (SWMP), which addresses the five required program elements. These elements are:
- Stormwater Planning
- Public Education and Outreach
- Public Involvement and Participation
- Mapping & Documentation
- Illicit Discharge Detection and Elimination (IDDE)
- Controlling Runoff from New Development, Redevelopment, and Construction Sites
- Operations and Maintenance (O&M)
- Source Control
- Monitoring & Assessment (S8)
Each of these required elements has different implementation schedules but all program elements must be fully implemented within the five-year permit term.
Each Permittee must annually prepare written documentation of the SWMP, called the SWMP Plan. This Plan is intended to be a forward-looking document describing the set of actions and activities (BMPs) the Permittee intends to complete in the upcoming calendar year to comply with the Permit. The Permit also requires that the City of Edmonds submit an annual report to the Department of Ecology to document its compliance actions. Per Section S9 of the Phase II Permit, the annual report for each calendar year will be submitted to Ecology by March 31 of the next year.
