Project Description:
A Stormwater Management Action Plan (SMAP) is a long-term planning process required by Washington State to identify and prioritize actions that protect and improve waterways impacted by stormwater runoff. For the City of Edmonds, the SMAP process focuses on reducing pollution, improving water quality, and supporting healthier streams, lakes, and Puget Sound.
SMAPs are required under Washington State’s Western Washington Phase II Municipal Stormwater Permit, which helps local governments manage stormwater runoff from developed areas such as roads, neighborhoods, and businesses. The permit is part of a broader effort to protect water quality, aquatic habitat, and public health.
The City completed its first SMAP in 2023 for the Perrinville Creek basin to meet the requirements of the 2019-2024 NPDES Municipal Stormwater Permit (Phase II Permit). The Hall Creek-Lake Ballinger SMAP will focus on compliance with the 2024-2029 Phase II permit requirements and Ecology’s Stormwater Management Action Planning Guidance (Publication 24-10-027).
The development of the Hall Creek- Lake Ballinger SMAP effort includes a combination of public input, data analysis, and watershed assessments to identify potential stormwater retrofit projects, surface water planning strategies, and land use actions that can help improve water quality and watershed health in the Hall Creek- Lake Ballinger watershed.

Public Workshops:
The public has an opportunity to participate in stakeholder workshops in-person and/or virtually. The purpose of the first round of workshops is to provide opportunities for the community to inform the City of stormwater issues and future watershed improvement preferences within the Hall Creek-Lake Ballinger watershed. The workshops will be run by Herrera Environmental Consultants and City Staff. Input from these workshops will be considered for the SMAP development process. A recording of the virtual workshop will be provided in the Project Documents section below.
A second round of workshop will be targeted to take place in January 2027, where the results of the initial workshops will be presented and key outcomes of the SMAP will be discussed with the public. The details of the second round of in-person and virtual workshops will be provided closer to the future workshop date.
Survey:
The City of Edmonds is seeking the public’s input to identify stormwater issues and future watershed improvements within the Hall Creek-Lake Ballinger watershed. The survey will take approximately 5 minutes to complete.
