Stormwater Management Action Planning (2022-2023)

Project Description:

The goal of this project is to meet the 2019‐2024 NPDES Municipal Stormwater Permit requirements for the receiving water conditions assessment (S5.C.1.d.i) and prioritization, (S5.C.1.d.ii) (SMAP) per the new stormwater planning section of the updated permit. Compliance with these permit sections requires completion of phased steps as prescribed in the permit documents.

This effort includes a combination of data analysis, forecasting, and public input to develop a prioritization method and process to determine which local receiving waters will receive the most benefit from implementation of stormwater facility retrofits, tailored execution of surface water planning, as well as other land/development management actions.

Project Timeline:

The receiving waters conditions "assessment" was due to the Department of Ecology (D.O.E) by March 31, 2022.  The receiving waters "prioritization" was due by June 30, 2022.  The completed 'Stormwater Management Action Plan' (SMAP) was finalized on March 29th, 2023.  These documents are available to read in the links below.  The City successfully complied with these timelines in order to remain fully compliant with the NPDES permit.  These "assessment", "prioritization", and "watershed action plan" permit documents look to the future and help inform and direct the full update to the "Stormwater Comprehensive Plan".  This separate and larger holistic plan, is expected to have a longer timeline and is currently under review in hopes of developing it in 2023-2024.

Public Workshops:

The initial public workshops for the SMAP process were held on February 8th, 2022 & February 10th, 2022.  These workshops were led by Herrera Environmental Consultants and City staff.  A recording of the Feb. 8th workshop has been posted online (see link below).  The follow-up and results of these workshops which were held to inform the public and discuss the outcome of the City's decision to prioritize the 'Perrinville Creek Watershed' was held on February 22, 2023.  Two time slots were offered to attend virtually (see link below).
