Project Description: The goal of this project is to meet the 2019‐2024 NPDES Municipal Stormwater Permit requirements for the receiving water conditions assessment (S5.C.1.d.i) and prioritization (S5.C.1.d.ii) per the new stormwater planning section of the updated permit. Compliance with these permit sections requires completion of phased steps as prescribed in the permit documents. The effort includes a combination of data analysis, forecasting, and public input to develop a prioritization method and process to determine which receiving waters will receive the most benefit from implementation of stormwater facility retrofits, tailored implementation of SWMP actions, and other land/development management actions. These permit-required efforts will help inform and direct the future Stormwater Comprehensive Plan update, but is not an update to the Comprehensive Plan at this time.

Project Timeline: The receiving waters conditions assessment is due to Ecology by March 31, 2022. The receiving waters prioritization is dues to Ecology by June 30, 2022. The City must comply with these timelines in order to remain compliant with the permit. These permit documents will inform and direct the full update to the stormwater compressive plan, but the plan update would be expected to have a longer timeline and will be a separate undertaking.
