Highway 99 Corridor - Gateway Project

Corridor Overview

gateway logoHighway 99 is a key regional corridor that extends into Edmonds from 244th Street SW to 210th Street SW. It is comprised of a 2.25-mile stretch of Highway 99 (a state highway) and the land area around it. Parts of this corridor are adjacent to the jurisdictions of Shoreline, Lynnwood, Mountlake Terrace, and Snohomish County. It is also within WSDOT’s limited access at the SR 104 interchange. The City of Edmonds has been working with the community, business owners, and other stakeholders on planning for the future revitalization of the Highway 99 Corridor for several years now. Five major projects have been undertaken toward revitalizing this corridor, including:

  • In the Summer of 2022, the City of Edmonds selected SCJ Alliance to advance the design of the Highway 99 Revitalization Stage 4 project. This project extends from 224th Street SW to approximately 1,000’ north of 220th Street SW and will include improvements described in the Stage 1 planning project and will build on the raised medians constructed in the Highway 99 Revitalization & Gateway Stage 2 project. This project is fully funded through the design phase and is pursuing additional funds required for the right of way acquisition and construction phases.

  • In the Summer of 2022, the City of Edmonds selected SCJ Alliance to advance the design of the Highway 99 Revitalization Stage 3 project. This project extends from 244th Street SW to approximately 500’ north of 238th Street SW and will include improvements described in the Stage 1 Planning Project and will build on the raised medians constructed in the Highway 99 Revitalization & Gateway Stage 2 Project. This project is fully funded through the design and right of way acquisition phases and has a significant amount of funding for construction secured. Construction is expected to begin in 2025.

  • In the Spring of 2020, the City started working with SCJ Alliance to develop plans for the Highway 99 Revitalization & Gateway Stage 2 project. This project will begin constructing improvements described in the Stage 1 planning project, including a landscaped raised center median for access management, a High-Intensity Activity Crosswalk (HAWK) signal just north of 234th Street SW, and gateway signage at the northern and southern entry points to Edmonds. This project will be under constriction from June 2022 through early 2023.

  • In 2017 and 2018, the City worked with SCJ Alliance to complete the Highway 99 Revitalization Stage 1 planning project. This planning effort culminated in the development of Conceptual Plans and construction cost estimates for the redevelopment of Highway 99 from 244th Street SW to 210th Street SW.

  • In August 2017, the City Council passed ordinances to adopt the Highway 99 Subarea Plan and Planned Action Environmental Impact Statement (EIS). The Highway 99 Subarea Plan project focuses on a community vision and approaches for making long-term improvements to land use and transportation, while also retaining the positive characteristics of many parts of the corridor.

  • Finally, the City is continuing to evaluate opportunities to leverage new and existing funding toward the revitalization of the Highway 99 Corridor to complete the vision set in the Subarea Plan and Stage 1 Project.
