Burnstead Construction Company has applied for a 27-lot preliminary plat and Planned Residential Development (PRD). The City of Edmonds granted preliminary approval of the 27-lot preliminary plat and PRD in 2007. The approval was appealed and the Appellate Court remanded the applications to the Hearing Examiner for further proceedings on the drainage plan, perimeter buffer, and open space matters. According to a pre-hearing order issued by the Hearing Examiner, the Hearing Examiner will take testimony on whether the present application is consistent with the then-current City of Edmonds development regulations for the above three issues and their related issues on the overall site design, if any, limited to the PRD and plat approval requirements. No other matters will be considered.
