Edmonds Development Permitting During the COVID-19 Emergency

Effective Tuesday, March 17 — and until further notice — the City of Edmonds Development Services Department on the 2nd floor of City Hall will not be open for general public access. City Staff will continue to perform permitting activities while limiting in-person contact during the emergency.

City staff is working with applicants on a case by case basis if electronic submittal is not feasible.

At this time many commercial and residential construction projects are no longer authorized under the Governor’s Stay Home, Stay Healthy Proclamation.  Inspections will, however, continue to be performed for work related to essential activities consistent with the Governor’s Order that went into effect midnight, the night of March 25th.  The Construction Guidance document issued by the Governor can be found here

CONSTRUCTION HOURS: Sound or noise originating from construction sites as a result of construction activity is exempt from noise limits during the hours of 7:00 AM to 6:00 PM on weekdays and 10:00 AM to 6:00 PM on Saturdays.  Construction activity noise on Sunday and Federal Holidays is limited to 55 decibels.

- Report all sound or noise violations to 911.


REQUESTS FOR AN INSPECTION of your permitted project should be made a minimum of 24 hours prior to the date needed.  Many projects will need inspections from multiple departments including, Building, Planning, Engineering and Fire.

Inspections are performed Monday through Friday unless otherwise stated at the Development Services Department.

Inspections are typically performed between the hours of 8am-4pm.  When requesting your inspection, please note your preference for AM or PM.

For FINAL project inspections, Engineering inspections (when required by permit) must be scheduled in advance of calling for your Building final inspection.  Requests for final engineering inspections require 48 hours notice.

  • Approved plans and inspection card shall be on site and available to the inspector at all times.
  • Utility installations shall not be backfilled until approved by the inspector.
  • Concrete pours shall not commence until forms have been approved by the inspector.
  • Temporary erosion and sedimentation control is the responsibility of the contractor/owner and shall be maintained throughout the project.
  • Traffic control shall be provided to MUTCD standards and per approved plans.
